Job Description

The Manager of Licensing is responsible for providing strategic direction for the Licensing Team to ensure that all licenses are applied for and received before the required deadline. This individual has a pivotal role in ensuring that new stores are opened on time and with the ability to sell all regulated products. This individual also ensures department objectives align with overall RaceTrac Business Objectives and Strategy, in addition to having accountability for execution and measures of success. This leader oversees the teams responsible for applying for new licenses, renewing existing licenses, ensuring alcohol hearings are attended, provides research on regulatory requirements for new markets and assisting the development team during the search for new properties and again once the property is purchased and developed.

Responsibilities
  • Leads the Licensing team and grows talent to support future roles in the organization; develops, coaches and trains the Licensing team with a focus on sharing knowledge and providing the tools necessary to increase department growth and exposure.
  • Promotes a compliant and professional team in alignment with RaceTrac’s core values and leadership qualities.
  • Partners cross functionally with other internal departments to support the department and the Company’s strategic goals; plans and executes the strategic vision for the Licensing Department.
  • Serves as the point of contact and voice of Licensing.  Coordinates Licensing involvement on cross-functional projects.
  • Drives process improvement strategies that increase efficiencies and simplify our guests’ and associates’ lives.
  • Monitors the industry and competitive advantage. Strengthens key vendor relationships to maximize RaceTrac’s position in the marketplace.
  • Oversees the process for responding to all store level notices of violation.
  • Provides support and research for Federal, State and local level regulatory requirements that affect the business such as Executive Orders, new business models such as delivery of regulated products or research into new jurisdictions.
  • Oversees and manages the implementation of new software or other key business tools.
  • Serves as the liaison to build cross-functional relationships and collaborates with internal departments to build processes and clearly define respective roles and responsibilities.
  • Reviews and approves invoices and costs spent by the department.
  • Manages and works with outside service providers and legal counsel regarding tobacco and alcohol ID policy compliance programs.
  • Creates and manages the department budget.


Qualifications
  • Bachelor’s degree from a 4-year College or University, with a focus on regulatory affairs or a paralegal studies degree or certificate, or a  or equivalent professional experience required
  • 2-5 years’ experience in Licensing preferred
  • 2+ years experience in a managerial role preferred
  • Retail experiences a plus
  • Proven ability to work in a fast paced environment; recognize and react to changing business needs
  • Can effectively communicate with all levels of the organization
  • Must display outstanding verbal, written, and technical communication skills
  • Must be customer focused
  • Must be able to excel in a deadline driven environment
